Forest City Upgrades to Duty-Free Island: A New Hub for Tax-Free Shopping Between Malaysia and Singa
On September 20, 2024, the implementation of the Special Financial Zone (SFZ) policies for Forest City injected new energy into Johor’s financial industry. Positioned as a high-end hub for residential living, tourism, exhibitions, healthcare, international education, and emerging technologies, Forest City is rapidly becoming a vital bridge between Malaysia and Singapore. With duty-free island policies and comprehensive facilities, it is attracting international residents and high-net-worth clients, facilitating cross-border business activities, and becoming a new economic highlight in Southeast Asia.

Years of Planning, Finally Bearing Fruit
Forest City was designated as a duty-free zone by the Malaysian government as early as 2016, with multiple duty-free stores already in operation. These stores offer a wide range of products, including alcoholic beverages, chocolates, cosmetics, and perfumes, catering to the diverse needs of residents and tourists.
In February 2021, Forest City secured its status as a duty-free island, marking a significant upgrade to its tax-exemption policies. Following the passing of five key amendment bills by Parliament in July 2024, Island One was officially upgraded to a duty-free island. By the second half of 2024, an independent customs post was operational, reinforcing the full implementation of the duty-free island policies.
The duty-free policy not only provides tax incentives for businesses, reducing operating costs, but is also expected to attract more international brands and shoppers. This will further drive commercial prosperity in Forest City and contribute to regional economic growth. Additionally, Forest City is actively pursuing exemptions on import duties, sales tax, and service tax, benefiting various industries on the island and establishing a more comprehensive industrial chain and ecosystem.

Enhanced Connectivity and Strategic Location
Forest City’s geographical advantages are also remarkable. Situated within the Iskandar Economic Zone and just a bridge away from Singapore, with a direct distance of approximately 2 km, Forest City serves as a crucial transit hub between Singapore and Malaysia. The region is uniquely positioned with favorable policies and development potential.
The area is supported by three major bus routes connecting the island's communities, city centers, and the Second Link, a significant gateway to Singapore. The bus ride to the Second Link takes only around 20 minutes, while reaching central Singapore via the Second Link requires just about half an hour.
Forest City is also strategically close to Malaysia’s Port of Tanjung Pelepas and Singapore’s Port, which rank fifth and second among global container ports, respectively, providing robust logistical support. Additionally, its proximity to Senai International Airport and Singapore Changi Airport offers convenient air travel options for tourists and business travelers alike.

Forest City has achieved remarkable progress in developing essential infrastructure. Multiple international schools have been established, including the Forest City International School, which offers an American-style curriculum covering kindergarten through high school. The project also includes diverse commercial facilities such as duty-free stores, restaurants, convenience stores, and healthcare centers, ensuring convenient services for residents and visitors.
In terms of tourism and leisure, Forest City boasts two luxury hotels, two championship-level international golf courses, and 4KM coastal facilities with recreational amenities, creating a vibrant coastal city ideal for living, working, studying, and vacationing.
